Nope, it's not like bankruptcy. They no longer require you to be utterly destitute and homeless with no vehicle. This is, of course, because you need a way to get to work. You see, many people on assistance work already, but the wages have been kept so low in this country and the taxes and deductions still always go up so that you can work a job and still come in lower than the requirement to get on EBT.

In NY state the threshold for a single person is $1200.00 a month income. If you come in near or below that, you will get up to $200 a month for anything considered food. This does not mean that you can't also buy beer or tobacco or even more food with your cash. Some people (like me) feel that there should be SPECIFIC foods that you're allowed to buy instead of a few restrictions like it is now, but that's how it currently is.

You can apply online and they will call you on the telephone to verify a few things, and then they'll ask you for a copy of your current lease or mortgage, and a month or two of pay stubs. As for telephone, cable, utilities.. they verify that all online because you provide those details on their form. You never need to see a human. Varies by state.

So, you can have a pretty nice used Mercedes, buy beer, and buy food on a completely legitimately acquired EBT card. Most people would fit in there actually so what you saw is absolutely normal everyday usage.
