Happens all the time. CCBill has 3 main server locations. They must write to your server to remove a member, sometimes that fails for whatever reason. Leaves more in your password file then should be. They do not write to it again... it is a 1 and done deal.
Get away from ccbill... double your money with merchant. Don't do it anymore!! You're losing so much money.
