The points being made by vdbucks and DWB are sadly true, as evidenced by reports in this article

However, whilst it is true that corruption is rife a lot of aid intended for the people that need it will not get there, this happens everywhere not just Philippines and should not dissuade people from donating as even if only 20% of your donation gets used to help people, that is still 20% more than they will get if you do nothing.
