I think the Japanese make so much that they have no real interest in pushing things in court because losing could be worse in terms of legal rulings against them than having to just run over a few hippies now and then. Doesn't seem the UN or governments of the world really care and as far as I understand, the whales they take are not endangered, so its sort of a moot point from a conservation standpoint which was the reason behind the ban.
