In India, the average salary of a highly skilled & experienced worker is much much lower than compared with the US or EU salaries - this does not mean that the Indian workers are less skilled in Computers, as you can see scores of highly skilled & experienced people from India are very successfully working in US & EU and there are no complaints.
$2.90/hour will INDEED get you THE BEST worker for you, just as you will get a local worker, but you won't have to pay $x,xxx/month to an Indian worker, instead you will pay only $xxx/month to an Indian worker.

Hi,
Our company pays a good portion of the monthly salary you will pay to us to the worker and he will be very happy with that salary and he will do your work perfectly - there will be no complaints from the worker.

No, that will not happen. Indian workers are the same skilled as any US or EU worker and you will be sure of that when you and me chat over Skype/ICQ/GTalk while we will be determining the amount of work which can be done by a worker (be Indian or US or EU worker) in 8 hours - NO CHEATING.
