If you walk around with $100 dollar bills sticking out of your pocket visibly of course its still wrong for someone to take them. As far as assigning blame, that's easy. People shouldn't steal. But we know for a fact that they do, so in order to avoid having problems, it makes sense to keep your valuables out of site unless you are among people you trust.
