Like the previous poster said, frauds usually get ousted on here pretty quickly and I have worked with a few distributors and content buyers on here so over time your reputation gets known... slowly but surely.
As far as what you should receive from a content producer, I always send a copy of all ID's, a video testimonial of each actor, a 2257 for for each and a producer agreement giving you the rights depending on what the agreement is (non-exclusive vs. exclusive, resell, etc....) That pretty much completely protects you.
