Absolutely yes. My website received a manual action on December 1st for cloaking. As soon as I removed the plugrush mobile redirection script, and after a few weeks of waiting for a response to my reconsideration request, the site appeared again on SERPs.

Google appears to be starting to crackdown on these methods, but perhaps I've just been unlucky and got a manual reviewer in a bad mood.

I've put a workaround, which would be to create an onclick popup with an URL pointed to a script located in my own site. This script checks if the user is mobile, which would get him redirected to Plugrush's direct mobile URL. Otherwise, I show him a large plug grid.
