Your mistake is in thinking the price can be segmented per second. There is a cost to getting a model, location, equipment, etc ready to shoot. If a shoot for ten seconds cost $400 that doesn't mean a shoot for thirty seconds cost $1,200 based on it being 3x the duration. You aren't paying for the size of the file, you are paying for the setup and logistics.
Buy a full scene, so all the expenses are already paid for, then ask the shooter to also film a ten second spot with the same girl, same location, same gear already in place for the main shoot you ordered... Most won't charge you $400 for that, or $40 for that... They'll throw it in for free because you are piggybacking ten seconds of work onto your own shoot.
If that doesn't work for you, take a model release and your iPhone to the airport and film them yourself. Most people are idiots, will sign anything you put in front of them and say whatever you want to your iPhone camera for forty bucks. Best of luck.
