From the standpoint of evolutionary biology and our innate need to insure the survival of our own genes, that of the group and the survival of a culture and nation... its logical that in order to save a nation who's single largest problem in the last 20 years has been the massive flight of people and declining birth rates, there would be a harsh stance against behaviors which are detrimental to that end.
