I have several friends that are police officers.
In theory, there are a few ways they could make a fake case against you. The first option would be that they arrest you on fake charges and either plant evidence or simply claim they saw you committing a crime. If the evidence and/or their testimony held up you could then be charged and convicted of the crime. The other option would be similar in that they would have to write you a ticket for some offense. If the ticket held up it would go on your record and be in their system. If they ticketed you a few times for the same offense it could show that you have a history of committing that crime.
As far as them entering your information into a database of sorts the only other real option would be if you were a suspect in an active case, but that database likely wouldn't be wide spread and available to every cop out there.
In end 99.9% of cops aren't going to bother doing any of this. The reason is they are not going to risk their career to catch a criminal. They understand that most criminals are idiots and they will eventually do enough to get caught and put away by normal, regular means.
