It's not that but rather the fact that ok, you as a sponsor what to buy a banner on a site that is on your niche, solo babes. First I would check if this the site is affiliated with the sponsor (quite easy on my site) and then check the conversion rate in ccbill (i'm sure you can see where the traffic is coming from). If the conversions are so low and the traffic is unproductive why would you even bother buying a banner?
You would just get more useless traffic that consumes the bandwidth, does harm to the brand and so on...

Oh I know. I was just suggesting that if they don't want you as an affiliate, but yet for some reason want to pay you for branding and clicks, then it may be an opportunity to least get something out of it.
I would agree though that this Ruben fellow is likely just echoing company policy that was enacted by upper management.
