In Yugoslav case, all of them were from EU/west(and basically took over complete economy of market with more then 22 millions people. That is tons of money that were not available to them before war). Russian investments were blocked by puppet regimes until recently (at least in Serbia) and simplified: other countries are giving orders and telling you what to do in own country. It is called democracy today and it is total shit,much worse then to have own people leading even bad ones(it is always better then foreigners). That is constant feeling of humiliation,mocking and when you see how every year your country is poorer and poorer, then it is already too late because you can't do shit. So I guess that on this theme should comment only people that at least once in a lifetime experienced occupation (that doesn't have to be exclusively by military means, but also through economics, law,and medias). I can write you whole day what countries that bring themselves into this position will have to face and how irritating and unpleasant it is for ordinary people, but I don't have time to do so (one of thing that are crazy is to tolerate terrorist and killers on own territory. Just few hours ago police officers in south of Serbia were attacked by Muslim extremist ( terrorists) and one is wounded. "Democratized" country don't have right to answer to that or it will again be some human rights problems and similar shit that is used as excuse to attack or put pressure on country (like they are talking about human rights in Ukraine right now). Those are things, that you need to feel on your own skin, and at that point, find out how you were actually wrong and that there is no way back or any kind of choice. I am afraid that that good % of Ukrainians simply don't know this and will get into same trap (if it ever happen).
Anyway,I am far away from theme so I will respond to your question: No, I don't think it is deliberate propaganda. Person that wrote it probably really feel what is written there. Problem is that those kind of statements and texts are used to make things worse and increase tensions between people and add some more paranoia. I also believe that government is doing bad things to own people to stop mess. It is nothing strange and every country in this world will do the same , and put pressure on people that they are holding responsible. It is not reserved for Ukraine only. What is important is to everybody stay calm because any scenario is better then civil war,violence and devastation. If country split , they will again give tons of money to weapons instead to improve quality of life. Again,someone form outside will benefit again from that, not people there. So, my personal opinion is that for millions of ordinary people any option is better then violence or war. Again, no one is letting Ukraine in EU and it won't ever happen so they should better stick to Russians that already gave them 15 billions and lowered price of natural gas. Any scenario is better then civil war and agresion that is one uneducated boxer is advocating. Even if complete country goes to "western" direction,it is better then war. There is also option to split country like it was case in Czechoslovakia but I doubt they are on that civilization level to do it and learn on other's mistakes.

This is a very complex situation and I still believe no matter if russians gave them that 15 billions for cheap and lowered the gas price: let's be honest: this is still good business for Russia. And Putyin is bad bad bad and this can have bad consequences on Ukraine..
Too bad these small countries like ours are so vulnerable economically.. These middle/east european countries will Never Be Free.. 
I never knew muslim radicals are so problematic there.. here in Hungary we have 0 issues like these..

Maybe for you wars are far away but again in 1999 bombings again started and German airforce was first time deployed after WW2,so it Europe is not so calm as you thing, maybe info are just too far from you. In this moment,we have tons of muslim terrorists on european soil, waiting mostly in Bosnia, parts of Serbia and Kosovo, many of them going currently in Syria to fight against Al Assad on Al Quaeda side. THis is far away from peace,it is just matter of time. BTW, where are you from?

Honestly, if I were a serbian family guy I would leave and spend my life elsewhere.. Here we have way less issues [now i see and can relate] and still, lots of ppl are going away to live a decent life in some other EU country..
