although an Ontario health card contains all the elements of a government issues photo ID, it also contains your health card number which is information that is protected under the Personal Health Information Act. Although the reality is that a Health card is perfectly acceptable Picture ID, it is illegal for a non health related business to ask to see your health card, and thus it is the personal policy of most establishments to refuse to accept a health card as ID. If you provided a health card as photo ID and it was accepted, and you later accused the business of asking to see your health card, the business can receive a fine.
