Plus many do not have a collective clue how to effectively do email marketing in the first place, much less get the best results. Whether that's on delivery (inbox), ip reputation, creatives, spam filters, list management, offers, and so forth.
As I have said in other threads, there is a lot more to effective email marketing beyond 'hitting send'.
