Because of profit margins and ease. Lets take a chop shop for instance. You pay some kid $2000 to go steal you a 1-2 year old BMW or something. If they do it via tow truck, or start it using some OBD device or whatever - doesn't matter how. They take it to the shop and cut the car into parts. Take out the engine, lights, fenders, doors, cut the quarters off and then they sell this to bodyshops/mechanics they know (at least that's how it works here) for slightly less. Often times a shop even makes an order for a car because they are fixing a crashed one or something and need a ton of parts. Easier to have the whole front end with all the wires, lighting, brackets etc then try to figure out all the parts... what they end up not needing they sell on ebay. Fenders and headlights don't have VINs on them, and the various electronic modules a car has can have the vins wiped/replaced from their software too.
So for say $2000, they have a complete car wiht all the parts undamaged, and they sell the parts for whatever. The alternative? Find a car crashed car, legally buy it and part it out - but that car w ill cost $20k instead of $2k and they will have less parts to sell. If they need the parts for the front of the car, they need to find one with rear end damage.
