Actually, this is untrue.
Legally speaking (in most Western countries), it's possible for non-nude content of children to be considered child pornography, and nude content of children to not be considered child pornography.
If you've got pictures of your kids in the bath, it isn't CP.
If you've got pictures of other children in sexually suggestive poses, wearing sexually suggestive clothing, it's CP.
Nakedness, while usually a good indication of exploitation, is not the only thing taken into account when material featuring minors is analyzed.
