They can drop the temperature by up to about 5 degrees celsius and improve airflow to some hot spots but chances are if you are losing hard drives to heat there are other issues. Is your CPU fan working correctly? Is there dirt in the heat sink? Are the vents open and not clogged with dirt?
The blue LED is cool and all but it does ntohing to help keep it cool alone. In fact it just draws more power unnecessarily. Hopefully the LED can be turned off when in use.
Check with a diagnostics tool or with speedfan to see what the various sensor readings are. Generally the CPU should be below 80 degrees Celsius and the hard drive/board should be below about 55 degrees Celsius. Optimal is below 70 and 50 respectively.
