Those are three different jobs/skill sets. If anyone tells you they can do all three at a top level, they are either lying or are going to flake out quickly. Each one of them is in a different price bracket. A programmer is not going to do site maintenance for site maintenance wages, etc. etc. It sounds to me like what you really need is a project manager, who can then get those three people on a needs basis.
