Sounds like the test is fine, and 35% of the people who took it and passed were in fact minorities. That seems about right to me. Then again, I don't expect firefighters to know the history of the war of 1812 - I just want them to save my burning house.
But no matter what you shouldn't put a freeze on hiring firemen or police offices ever.
