The controversy was indeed over minorities being unable to pass the test. It wasn't about the hiring stage - they weren't making it that far. The judge ordered the test modified. It would be nice to see the actual test to see how relevant it is to the career.

As for the police force matching city demographics, that is very common across the country. Whites and asians don't care what race the cops are, but many blacks and mexicans feel uncomfortable dealing with white cops. So departments often hire to match the community.
