Armed? Armed with what? What are you talking about? These clowns are not allowed to have any arms. A stitch from BDSM sex-shop does not considered as an arm here. A gun, knife, kastyet, and even a baseball-bat are weapons and they are not allowed for civilians. As you can see on video those drinkers had no police batons, because it's also considered as a weapon. If they tried to use something like that they'll get a prison time regardless if the hurt anybody or not. Weapon carrying here is a criminal crime by itself.
On the other hand, if Pussy Riot girls decided to use a pepрer gas or tasers against those clowns with stitches, they could not be convicted for that, because these are allowed for civilian use
