Whatever it is they told you, it is very possible that it was true. The US military raped women and killed babies in Vietnam. Did those orders come from the White House?
The German military wasn't as straight edge as people think. Hitler didn't show up for work until the afternoon and he would immediately take lunch. Those below him would often act on an assumption of what Hitler wanted or what they claimed to overhear him talking about.
