He didn't lower your taxes. He gave you an interest bearing loan that will have to be repaid one day. Maybe your kids will pay your loan.
To give a tax " rebate", he would need to be in the "black", not running a deficit ( like surpluses we have in Canada). Then it is a rebate.
Now, you received borrowed money in the same way as if you would of taking your visa card and got a cash advance....
