Here is what I do.
If I see a strange sign up for what ever reason I will change their password by a digit. Then wait for them to contact me because the pass dont work. If they don't there is a good chance it's fraud. I send an email then refund if no response.
In more obvious situations I outright send them an email letting them know we take their security seriously and would like them to contact our processor for validation. If no response, we refund.
Now that we are with CCBill as a primary and Zombaio as a secondary and my eyes as tertiary, pretty sure charge backs will be at a minimum. So far so good.

That would be ideal but if your signups are in any form of volume that isn't even realistic..
