I would recommend to do your homework very thoroughly before applying for anything and don't voluntarily deal with the local "authorities" unless it's absolutely neccessary.
That shouldn't be problem,as one way or another to get citizenship it would probably take like 10 years of living,which is more then enough time to learn it.(plus when you get new citizenship you need to get rid of old one and that can prolong entire process as well)And i am quite sure how same apply for any other EU country,except Malta where you can buy instant citizenship for 500k usd but that is kind a different story.
