Lol, me. But I don't want to build websites..since I'm already busy in my project. But I can advise you to go to this website odesk (dot) com and hire according to your needs. They have plenty of ways for the client to be ensure that the work is done, etc.

It does not work that way.
That dropdown is native of wordpress..you don't have to download other "software". In most cases you may want to download
a plugin..but that dropdown is already native of wordpress you don't have to worry.

You have to understand that I'm talking about in EUR in my country, in other countries people may want to get more well payed.
Although, if you do really want to build a website with the platform of Wordpress I think you should give a try on building by your own..because you do not need any kind of knowledge in the field of programming. It's all automated.

GFY Educational Series about the installation/etc of wordpress.
