Just in case anyone wants to know.

Tube sites make it very easy for anyone to upload content, and do nothing to verify who might own that content. If no one claims the content was illegally obtained, Tube sites are under no legal obligation to remove it.

It therefore becomes the burden of the actual owner of the content to file a claim, and, that claim must be a properly worded and formatted claim which includes things such as the full name of the owner, links to stolen content, and especially legal proof of ownership of that content. This is not that hard to do but can be scary and time consuming to the true owner of that content.

The tube site is not legally required to respond to any request that is not submitted properly.

When a request is properly submitted, the tube site can take a reasonable amount of time to respond, if at all. If they do not respond, the owner can then go after the hosting company which again requires some properly formatted requests.

All of this takes time of course which means that the tube site owner can profit from stolen videos until legally required to take them down. This does not prevent someone else from uploading the same content to the same tube site again, forcing the content owner to go through all of the legal steps once again to have the very same content removed.
