This does not prevent someone else from uploading the same content to the same tube site again, forcing the content owner to go through all of the legal steps once again to have the very same content removed.

But if the tube site is not in the US then the DMCA doesn't even really apply. Some follow it simply to humor you.

Anyway the real answer is basically:

"Because they own the industry now"
