That is a very good answer, although I have to say some people are in a position to charge a lower rate, because of their personal situation. I am a college student, and I build 2 to 3 "non-porno" websites a week for $$30 dollars an hour. Each sites takes me about 20 hours to build, and that is after a thorough discussion with the website owner as to his exact specifications. At the rate I charge because I am in school it is OK for my needs. I have low expenses. Plus I am trying to build a portfolio so in 6 months I can charge a higher rate.

Just because a rate is low doesn't mean that the work is substandard. People charge what they are comfortable charging, and $600 for a website is ok for now. (Mind you that is a basic website. Get into programming and it's going to be more time.)
