If you cut that off, there will be ENDLESS amounts of people willing to take their place. Im not saying its not a good cause, and I don't have an answer that works, but going after the ad networks is a tough way to go. You could put in a TON of time / money just to succeed and another network will pop in with their tags up the next day.
New names, new shelf corps, new banks. The internet makes it quite easy to set up a throw away corp structure allowing people to do business in a way that makes doing things illegal / shady worth the risk. If you get shut dow, you take the technology and in 3 days have it behind a new company name with a new bank. Get shut down again? Rinse and repeat.
