Of course we monitor quality of the traffic, but it's more complicated than just free-to-paid ratio
Previously we had lower minimum payout, however due to a significant increase in PerSignup rates, we had to increase it too. At the moment affiliates get $2.5 from Tier1 registrations and it's quite easy to reach minimum amount for a payout. As a quick example, just 3 registrations / day and you make in less than a month.
