People connect a credit card to their paypal account, then load money to plugrush with it, then the credit card is reported stolen, and paypal does a chargeback, and we end up as the losing party. That is why we require paypal accounts to be verified, and that they can provide an ID with the same name as on the paypal account.
There is no way for us to specify that we only accept payments from verified paypal accounts, so we need to verify it ourselves, and only show the option to pay with paypal to those we have verified. It's a shame this impacts legit advertisers who aren't doing anything wrong, but unfortunately that's how we need to do it at the moment.

We aren't getting any more info than we already got on the customers. We can't do business with anonymous advertisers. We need to know who we're doing business.
