if parents don't want their children exposed to miley cyrus's concert then the onus is on them to do that, not on miley to change her concert's theme nor is she to blame for creating a risque show.
+ the risque nature of her show is front and center of the marketing of it, there are no suprises.
I'm also pretty sure a parent is required to accompany underagers to her show.
