You go to the DMV.
And here in Nevada for instance, the cost is: Under 18 - $9.25, 18-64 - $21.25, 65 or older - $7.25 If you are homeless or do not have the means to pay...the fee is waived.
You walk out with your new ID right there. It's similar in the other states as well.
