Signing up for ACA, through Covered California, will present you with numerous different insurance plans, with different levels of coverages and prices. You need to signup for it and enter your details to see the available plans/prices. It all largely based on your income.
There is no way to answer your question definitively if you haven't even tried signing up yet. Right now as it stands, you are just assuming that there is no quality health care available using any of the insurance plans on the CoveredCalifornia exchange. To me that is short sighted. How do you know that there are no quality health care providers, that will accept an insurance plan listed on the exchange, if you haven't even tried yet?

I understand that. But your situation is not Obama's fault. Your former doctor made his own choice to stop seeing patients. And there are "brilliant and compassionate" doctors that accept insurance plans listed on the exchange. The least you could do is signup for CoveredCalifornia, choose an insurance plan, then see if there the quality of health care is up to your standards. Right now you are just assuming there is nothing on there that will satisfy your needs.
