People with non-marketable employment skills are surplus in the US labor pool and are the ''non-participants.''
There have been numerous government funded vocational re-education programs for years with little success.
There is no practical answer -- their jobs have shifted to more ambitious people in developing nations who will do the same jobs they did for 20% of the price. They are managed by people from their own lands. So, even the more skilled middle manager has no work here.
There is no easy answer to this problem other than extending some human support to this displaced population. The alternative is to march them off to extermination camps and that is unacceptable.
