He rushed this deal through because just before this, every news story was about the VA Hospitals in the US all being fucked up and veterans dying on waitlists, well actually these veterans dying weren't even technically on wait lists - the hospitals were doing some shenanigans so they would hit bonus incentives for reducing patient lead time. This was the biggest story in the states for the entire week before Obama did this.

I might even agree about distracting from the VA scandal but just one question: Where would he have sent all Gitmo inmates? No one wants them and simply releasing them to their home countries? I don't want to imagine how the Reps blow up in that case.
