They are no more of a threat than any other regular soldier we would let go in a prisoner exchange. If he blows himself up, not like you can do anything about it.

You're making these guys out to be more important than they are. That public attitude is exactly doing what you describe you don't want to do...and enabling and encouraging the enemy.
