Reads to me as they want to develop higher end panels but create a affordable market for them.. He is thinking long term and doing something that seems very alien in today's world.. He's keeping the development and manufacturing right here in the US.
This is just my hunch but in his recent moves he has started a battery company and now taken over a solar company. I bet you anything in the next 5 to 10 years he will be producing a power system for homes. The tech is already out there and today you can piece together the components, but it really lacks the final polishing to market it to average consumers.
I'm betting that's part of his angle he likely wants to develop a complete home and car package.

the tech is there to achieve >~18% efficiency? I can see the investment in solar, it's a smart play for the future imo, and I do think we'll get much better panel efficiency in the future but it's my understanding we're not there yet.
