Yeah, I agree that the knife cuts both ways, but when they are in charge, and I believe they will control at the very least Congress ( Come this November), they will not want the democrats to have filibuster power either ( Only really works for the party not in control) and they will stick with the recess restriction because since there really isn't a viable GOP front runner that can take on Hillary, we will end up with Hillary and they will want to keep her from doing anything without their approval.
Pretty much , when the democrats in the senate voted down the filibuster, they shot themselves in the foot! At least for the near by future, but things will change, they always do.
Obama is saying he's going to find a way around this, probably break constitutional law again in a different fashion to get his agenda filled....

Carbon is not the problem, it makes up 0.041% of our atmosphere , 95% of that is from Volcanos and decomposing plants and stuff. So people in the US are responsible for 13% of the carbon in the atmosphere which 95% is not from Humans, like cars and trucks and stuff and they want to spend trillions to fix it while Solar Panel plants are powered by coal plants
