Pres. Obama is very good at politics. And for the Republicans it's a lose/lose either way they would go on "immigration reform".
So the Pres. is trying to get them to make a move...and no matter what they do it will hurt them in Nov.
Smart move politically by Obama. Currently the Democrats are getting ready to get slaughtered in the mid term election and might even lose the Senate.
This move by Pres. Obama might be just enough politically to hurt them and allow the Dems to barely hang on. At least that's the objective.
