Supporting piracy still look like a good thing ?
I can't answer in behalf of BongaCams, let's see what they think about video captures given away for free. However, if you ask me, I can give my opinion about the real effects of this over a cam site.

First of all, is this pirated content? Most or all of those video recordings you refer as "pirated", are from "public shows", it means these was visible by everyone for free while these happened, from any country and without even registering a free account, just opening bongacams page, like opening a tube page. These shows are free in first place, just so a few may send tips, and most don't, just watch for free, that's how it works. Further, why some girls show even if getting no tips? It could be this was a private show done on livejasmin or streamate, paid by an user in livejasmin and streamate, and splitcammed for free by the model in other sites like bonga + mfc etc.; this means, the model is who both produced and splitcam-live-pirated the video to other cam sites in hope of extra tips, for a show they made and got paid for anyway. Another guy records and upload this already public show in another public site, but you can't compare this to copy a DVDrip or member area HD video to a file locker.

Second, is that a problem for Bongacams (or for any cam site), if bongacams-branded (or any-cam-site branded) cam show recordings are "pirated" massively around? Really, this is free of charge advertising for the site. A large number of people get to know of this "bongacams" (or any else cam site) from the pirate files circulating around. Without these video captures, it is sure that bongacams would have less traffic, not more, as less people would know it exists. As others noted in this and other threads, people pay cam sites not for the video but mostly for the interaction, that a recorded video can't give. So as long as video capture includes the name of the originator cam site, this is simply viral marketing, free of charge growth hacking. Many MFC models print over screen "property of MODELNAME in myfreecams.com", so that when people pirate around the recordings, at least can find the site AND the model room, this is simply marketing, free of charge adverts.

Third: is that a problem for the cam girls and studios? It can be a problem for a good % of them. Especially those who care to have the own country blocked from viewing the shows; since the recorded video will be instead available from everywhere, including russia, ukraine, romania, colombia, philippines or whoever the model lives, with the risk of neughbours, relatives to find her videos now or years in the future.

So while a cam site it may declare various policies or level of caring, the practical and real world effect of recorded videos spread around file lockers, forums and tubes, it is simply free of charge viral advertising (or more modern word: growth hacking). For models it is also free of charge advertising of the fact they do cam shows, but this may be unwanted to be effective in letting know her local friends, relatives or neighbours.
