I can usually fit about 20 or so Wordpress blogs on a shared host account using 1 IP (you really don't need all these different IPs, it's not going to make a difference unless you are trying to sell hardlinks or split up adult and mainstream website).
You could also pickup a cheap VPS from Quadranet Infracloud, Ramnode, Digital Ocean, VULTR, INIZ (there's many more on lowendbox.com) and stick a free panel like Webmin/Virtualmin or VestaCP on there to manage your website if you're not comfortable with commandline and managing your own VPS...there's also good managed VPS provided like Wired Tree or Knownhost but you'll be paying $40+ a month
