The assumption would be that rebels had a mistaken ID thinking it was a military transport or something. Keep in mind there is likely a pretty big mix of average joes and actual trained soldiers. It's a situation where mistakes like this can easily happen.
Why the area wasn't a no fly zone for passenger jets is lost on me given the on going conflict.
