There are countless of underage models for regular business. Just take a normal clothing magazine on your hand and you will see underage models. For example for kids swimwear there are usually kids, not some 18 year old girls faking to be 8 years old (or some old pictures when they were 8 years old).
Porn (context) might be a bit different matter.
