Of course it isn't. I also happen to personally know one of the 15. He was an army buddy I was stationed with in Bosnia, apparently he lost it on march 10th, 2009 and attacked the cops with a sword and they shot him.
Anyway.
The reason the emoticon is laughing is because Denmark is (at least by Europeans) considered a very safe country to live in, so it's kinda amusing that it turns out cops kill more people here than in the US. Maybe that's why it's safer
