The reason is every tom, jack, and sally are coming along and offering completed logo designs for around $30-50 TOTAL (not per hour or half hour). If you look on /r/forhire you'll see an abundance of logo offerings in that price range, some of which are decent. But seriously you'll have to shine if you plan to get contracts.
