The cop most likely followed him for some time before putting his lights on, and when he did put his lights on the guy fails to stop and continues to drive to his apartment complex. No matter how you spin it, this is traffic stop - You do not continue on your way to destination when the police are pulling you over.
This is called felony evading.
Then he refuses to roll down his window, refuses to hand over his ID and insurance, and then refuses to get out of his car. At that point, you've committed a felony, and police are going to bust out your window and drag you out - no exceptions.

so you say 2 blocks, then quote the guy as saying half a block. right. Not that I even know how far half a block is, here in the UK we pull over at a safe place, not immediately, if it isn't safe to do so. Fair enough if the law there says you need to stop immediately, tbh I'd take that literally, bun then again as I've already said, I'll act like a dick if I'm being pulled for a dickish reason.
Anyway, then you say he refuses to open his window, and refuses to hand over his id and insurance. did you watch the same video I did? What am I missing here? What video haven't I seen?
Like I already said, this has to be a cultural thing... I admit I also have extreme authority issues lol, but fuck, even if I didn't I just couldn't imagine being all subservient just because someone has an old bill uniform on. Each to thir own I guess
