Most developers use responsive design and flash with html5 fall back (of vice-versa). Those who don't, need to rethink some things.

This is just my personal professional opinion but don't send your traffic to mobile brokers, they wont show products your customers are expecting. Have smart site design and you will be fine. For affiliates, find programs that have responsive sites (even then, most mobile browsers will fit desktop view to your browser and scale it down anyways, like a jpeg) and that do NOT redirect your mobile traffic away to a broker they made deals with. You won't get paid for that.
key is, as long as the paysite has mobile billing options, you dont need to worry about mobile traffic
